So many health-care issues

I read an article in The Brandon Sun explaining that even though Canada educates enough replacement doctors, it does not as a policy hire them locally.

As a result of the policy, we are told that is why we are short of Canadian doctors. Also most practise only in the larger cities as there is a lack of everything required for exceptionally good health care.

I am curious after watching a show about an American doctor like Dr. Joel Fleischman in a show that aired in the 1990s called “Northern Exposure” and how he came to be sent to a remote Alaska community to work to pay back his tuition or go to prison and still have to pay it back for refusal to work as a doctor for the community were he was sent. How do doctors and other medical people avoid being sent to Canada, especially with its shortage of workers of all kinds?

There must be more to the story of why it is a broken health-care system. When can we expect things to get back to normal? I have instead noticed this year shortages locally of over-the-counter cough medicines. At the Brandon Clinic, I later discovered Pharmasave did not renew its lease and Super Thrifty opened a new pharmacy there.
